The state Department of Justice rejected a South Bay solar panel installation company's claim the Palos Verdes Homes Association violates state law by requiring residents use black solar panels and not blue ones, the Daily Breeze reported.
Homes associations have "considerable discretion" in their review of solar panel installations, the Department of Justice said in a letter to ABC Solar owner Bradley Bartz, the Breeze reported.
