RHE Council to Revisit Horse-Keeping Rules

The Rolling Hills Estates City Council will weigh a new ordinance that would impact the city's horse overlay zone.

members tonight will continue discussions on changes to the city's horse overlay zone, including the permitted number of horses per residence and rules on who can keep them.

Council will review an ordinance that would affect the "H" district, or horse overlay zone. The new ordinance would maintain that no more than four horses can be kept on a lot within the district. It would require homes have a fenced corral area with at least 800 square feet for the first horse and additional 300 square feet for each horse after. The corral must be no closer than 35 feet from any home, and at least 10 feet from swimming pools.

Residents with more than four horses will be able to apply for a special use permit at no charge within 60 days after the ordinance goes into effect.

Also on the agenda, representatives from the Board of Education will request the city's endorsement of a school bond measure, Measure M, which is a local school parcel tax measure on the Nov. 8 ballot.

Board members visited members Sept. 20, after which . The measure would replace two existing parcel tax measures, Measures P and V, with the same tax rate at $374 per parcel per year, with funds going directly to the district.
