RHE Council to Consider Adoption of Horse-Keeping Rules

members tonight will continue discussions on long-debated changes to the city's horse overlay zone, including the permitted number of horses per residence and rules on who can keep them.

Council will review an ordinance that would affect the "H" district, or horse overlay zone. The new ordinance would maintain that no more than four horses can be kept on a lot within the district. It would require homes have a fenced corral area with at least 800 square feet for the first horse and additional 300 square feet for each horse after. The corral must be no closer than 35 feet from any home, and at least 10 feet from swimming pools.

The ordinance also addresses provisions for horses in excess of the permitted number, horse lot preservation and horse stall rentals.

Residents with more than four horses will be able to apply for a special use permit at no charge within 60 days after the ordinance goes into effect.
