Jeff Pieper is one of four candidates running for two open slots on the Rolling Hills City Council.

A 10-year resident of Rolling Hills, Jeff Pieper is one of four people running for one of two seats on the Rolling Hills City Council.

Rolling Hills City Council members are elected at-large, meaning that each member represents all residents.

Pieper is a current planning commissioner who has served on the city's view committee and the Rolling Hills Community Assocation Gate Committee.

Below are Pieper's responses to a questionnaire compiled by Patch editors.

Palos Verdes Patch: Why are you running for Rolling Hills City Council?

Jeff Pieper: My family and I love the tranquility and beauty of Rolling Hills. I offer my candidacy for city council to ensure that we maintain and enhance the city that we cherish. I have obtained the knowledge needed to represent my neighbors through my positions on the Planning Commission, View Committee, Gate Committee, and City Focus Group.

Patch: In your opinion, what is the No. 1 issue in Rolling Hills?

Pieper: Our city needs to preserve its peaceful serenity and natural beauty. There are numerous pressures that want to change our city. As a city council member, I am committed to adjusting and improving our city's policies to help maintain our safety and rural atmosphere.

Patch: What is your position on Measure A, the ballot measure that would amend the city's zoning ordinance to allow stables built before July 12, 2010 to be used for residential purposes?

Pieper: I am against Measure A. We live in a small community. We should work together to solve our issues. Since Measure A was written, the Planning Commission has updated the Stable Ordinance three times. If Measure A is passed, it would change the zoning so owners, with barns built before July 2010, could convert their barns into a second residence or a rental. Vote NO on Measure A.

Patch: What is your position on Measure B, which would amend current view preservation regulations?

Pieper: I am against Measure B. A long term resident could submit a photograph of a view they had in the past and the city would be forced to restore that view, removing all the neighbor's obstructing trees. The city would not be able to help residents work together to resolve view issues. There is no equity in this measure. Vote NO on Measure B.

Patch: If elected, what are your top three priorities?

Pieper:

  1. Maintain rural atmosphere
  2. Safety and Communication
  3. Transparency and streamlining of current policies 

Patch: Why should people vote for you?

Pieper: I am an experienced and committed leader with a history of involvement. I am dedicated to representing the best interests of all Rolling Hills residents.

Pieper: Vote for Jeff Pieper. Vote NO on Measure A. Vote NO on Measure B.
