The city of Rolling Hills held a historic election in March 2013. For the first time in years, a seat on the city council was vacant, and two initiative measures appeared on the ballot.
Once the results were counted, Measure A, which allowed residential use of stables on homeowners' properties, had failed; Measure B, a view-protection measure, passed. Councilman Tom Heinsheimer, who served on the council for more than 40 years, did not win his bid for re-election, and Jeff Pieper and Bea Dieringer were elected to the city council.
