Who can protect against unsafe developments?

Does AARP or a local organization monitor and/or have guidelines for safe senior living facilities? A developer, Oxbow Partners, is proposing the construction of a high density senior facility on old fill land that has been an equestrian center adjacent to the class 1 toxic landfill that closed in the 1980s before the EPA monitored the dumping of military, industrial, medical and other liquid and solid waste.  This location is at 26411 Crenshaw Bl, Rolling Hills Estates, CA 90274.

Efforts to get responses from the developer, the city and the county regarding the need for EIR and detailed studies have failed, and a meeting has been scheduled for the community to meet the developer on Jan 6, 2014.
